This phrase comes from the Creed, Christianity's central profession of faith, in both the Apostles' Creed and the Nicene-Constantinopolitan Creed.
a) "From there... It refers to the origin of his power. It refers to Heaven or the right hand of God the Father. It connects with the previous phrase of the Creed. It indicates the place of supreme authority from which Jesus will return.
b) ... he must come to judge... It refers to the action. It announces the Parousia, which is the Second Coming of Jesus Christ to Earth. He no longer comes as a suffering Savior, but as the supreme and sovereign Judge. It represents the Universal Judgment at the end of time. It establishes that all human action will receive a just retribution, defining eternal salvation or damnation.
c) ... to the living and the dead... It affirms the universality of judgment; no one is excluded. The living: The people who are inhabiting the Earth at the time of his Second coming. And the dead: All the people who have already died throughout human history. It involves the resurrection of the body, where the bodies of the deceased will be joined to their souls to stand before the judgment seat of Christ.
